As a seasoned Practice Leader in Capital Improvement Construction, James Penn is driven by a passion for enhancing infrastructure and building better communities through his expertise in inspection, oversight, and leading complex construction projects. James blends technical skill with strategic vision, always seeking innovative solutions.

James is equally passionate about giving back to his community and profession. As an active member of COMTO and a volunteer with CMAA, including serving on the DEIB and Scholarship Committees, James mentors the next generation of transit professionals and advocates for diversity, equity, inclusion, and belonging in the industry. When James is not on-site or volunteering, he is exploring new ways to improve our world and sharing his knowledge with others in the field.
